Project Description:
The proposed North County Recycling and Transfer Station will be developed on the closed Crazy Horse Landfill site to restore waste disposal services for North Monterey County and Salinas. The facility will accept and transfer up to 400 tons per day of municipal solid waste, recyclables, and organics materials, which will be processed and shipped offsite to recycling markets or to the Johnson Canyon Landfill in Gonzales. Operations will include covered drop-off areas, a household hazardous waste (HHW) facility, and enhanced site infrastructure and traffic improvements during the hours of 7:00 a.m. to 4:00 p.m. Monday through Friday, and 8:00 a.m. to 4:00 p.m. Saturday and Sunday. The project emphasizes environmental controls, stormwater management, and public accessibility, with the goal of reducing illegal dumping and improving regional waste services.

The proposed project will be located at the closed Crazy Horse Landfill at 350 Crazy Horse Canyon Road, Salinas, Monterey County, CA, 93907. The Assessor’s Parcel Number is 125-271-063.
NOTICE OF INTENT TO ADOPT A NEGATIVE DECLARATION
Pursuant to the California Environmental Quality Act (CEQA)
Environmental Determination:
An Initial Study was prepared for this project in accordance with CEQA. Based on the findings of the Initial Study, the Lead Agency has determined that the project will not have a significant effect on the environment and a Negative Declaration (ND) has been prepared.
Public Review Period:
The Draft Initial Study / Negative Declaration is available for public review and comment via letter or email from August 9, 2025 to September 9, 2025. Written comments via email shall be sent to comment@svswa.org. All comments must be received prior to 5:00 p.m. on September 9, 2025.
Public Meeting:
A public meeting to consider the adoption of the Negative Declaration will be held on:
September 18, 2025, at 6:00 p.m. at the Salinas Valley Solid Waste Authority Board of Directors regular meeting at the Gonzales City Council Chamber – 117 Fourth Street, Gonzales, CA, 93926.

- Crazy Horse Sanitary Landfill Closure Project Initial Study / Mitigated Negative Declaration

Lead Agency: SVSWA Analyzed the revised landfill closure project, final closure/post-closure maintenance plans, and subsequent project modifications including use of closure turf, new drainage structures, leachate recirculation, and solar panel installation. Lead Agency: SVSWA Reviewed a proposed 2.1-acre organics collection and processing facility at the closed landfill, including a public drop-off component. Not submitted to the State Clearinghouse due to lack of regional significance.
