Sun Street Closure and Madison Lane Recycling Center FAQ

Since 2008, SVR has been focused on the relocation of our Sun St Transfer Station operations to support the City of Salinas’ desire for redevelopment of the Alisal Market Place. After many starts and stops on this progress, the City of Salinas has facilitated the move of the Recycling and HHW services from our Sun Street facility to the privately owned and operated Republic Services Madison Lane Transfer Station. Sun Street Transfer Station is closing for the ultimate redevelopment of the area.

 

  • Republic Services will set the rates (fees you pay at the scale) and handle all garbage services onsite. 
  • Salinas Valley Recycles will provide free recycling services and handle all the Household Hazardous Waste (HHW) services.

Republic Services is the City of Salinas’ Garbage, Recycling, and Organic Waste Collector.

  • Since July 1, 2001, the City of Salinas (City) has had an exclusive franchise agreement with Republic, for municipal solid waste, recyclables, and green waste collection services.
  • Republic Services purchased the Madison Lane Transfer Station in November 2018.
  • The City of Salinas approved the new franchise agreement on 9/28/2021.  Agenda and franchise agreement can be found here: Salinas City Council

In 2008, the City of Salinas requested that SVR reconsider its Sun Street location to allow future redevelopment of the area that included the transfer station property and surrounding area, also known as the Alisal Market Place. Ultimately, a new location for a full public transfer station was not agreed upon. The free recycling services and HHW services will be relocated to Madison Lane and the Sun St facility will close permanently as of September 10, 2022.

SVR is a public entity (joint powers authority) and as such, we provide services to our member agencies to administer a unified solid waste management system and implement source reduction and recycling services.  SVR is not the waste hauler, we do not pick up garbage at your curb.  We own and operate the only active landfill on the eastern portion of Monterey County in Gonzales, Johnson Canyon Landfill & Composting Facility,  one transfer station outside of King City, as well as three closed landfills. 

With the closure of Sun Street, SVR is leasing a portion of the Madison Lane property to provide free recycling and HHW disposal to residential customers in our service area.

It is unknown at this time as Republic Services has not yet released the rate schedule for the facility.

You will be seeing the same great SVR employees and the same fees as you have been accustomed to at the Sun Street HHW.

  • SVR has been seeking a permanent location for its Recycling and Transfer operations in the greater Salinas area since its formation in 1997.
  • SVR eventually selected the Sun Street Transfer Station location for its permanent home in 2004 and began interim operations while environmental review, design and permitting for construction of a permanent facility were undertaken.
    In FY 2008-09, the City of Salinas requested that SVR reconsider its Sun Street location to allow future redevelopment of the area that included the transfer station property and surrounding area, also known as the Alisal Market Place. SVR and City entered into a Memorandum of Understanding to negotiate conditions for relocation of the Sun Street Transfer Station operations to a City owned property on Work Street in an industrial park area.
  • In 2013 the City requested that SVR re-consider other site options and in 2015 withdrew support of the original City-owned site on Work Street offered in 2008-09.
  • Since 2015, SVR staff and its public advisory committees have been continuing to seek out and evaluate alternative sites and scenarios that satisfy both the City concerns and the strong public service demands for the greater Salinas area, including the current proposed consolidated use of the MLTS site.
  • Part of the City’s updated franchise agreement includes the relocation of both Republic office and storage facility and Sun Street Transfer Station.
    • “The Alisal Vibrancy Plan (AVP) was adopted by Salinas City Council and includes the redevelopment of Downtown Salinas. Under the AVP, the City requested that both Republic and SVR relocate their respective facilities out of the planned redevelopment area. At the City’s request, Republic negotiated a lease agreement with SVR to utilize a designated area of their newly acquired processing facility, the MLTS, for SVR operations that are to be relocated from the SSTS. The MLTS is located in an unincorporated area of Monterey County at 1120 Madison Lane, Salinas, CA 93907.”
